In 1992, the former shipyard ‘Boelwerf’ was declared bankrupt, leaving a brownfield of some 81ha along the river Schelde and in the vicinity of the town center of Temse. Cordeel nv and Imasco nv, through a Special Purpose Company called Nieuw Temse nv, bought the site in December 2001 from the receiver, and planned a development with an 53ha big industrial part (small enterprises and the new Cordeel factory site) and a residential part (28ha). A green buffer will separate the residential part from the industrial part of the site. ING Real Estate Development Holding Belgium takes part in the development of the residential project.

A masterplan has been made according to the urban planning by the architects Jo Crepain – Storme Van Ranst – Pieter De Maeyer to develop a maximum of 900 units (700 apartments and 200 houses).

This plan includes different zones:

  • A remaining building at the site will be converted by the town administration in to the town’s new administrative center with public services and police, facing a new public square;
  • Along the river Schelde, 3 top of the range, smaller apartment buildings will be built close to the existing town centre;
  • The rest of the Schelde bank will be filled in with larger apartment blocks (up to 8 floors), one of them containing a supermarket on the ground floor;
  • The second row of buildings will be apartment buildings of 3 to 4 floors, partly with a view on the river;
    Behind this second row, all parcels for individual housing are sold to Bostoen, a Belgian housing development company;
  • At the back of the site, a pond of about 1 ha will be surrounded by villa-apartment buildings;
    In the site centre, perpendicular to the river, a zone with a new square, parking spaces and a park will connect the Schelde to the pond. Around the park, a number of villa-apartments will be developed.

The project will be developed in phases, starting with the part closest to the town centre.

This development, combining working and living in a particular attractive setting along the water, is considered as being a new dynamic impulse and a welcome upgrade for the town.
